In 1964, New Hampshire approved the first modern state lottery, and thirteen others followed in as many years.

By the nineteen-sixties, the nation was facing a serious budget crisis; tax revenues were slipping and public services were underfunded. The lottery was a tempting solution to both problems. It was easy to promote, because it generated a flood of free publicity and boosted ticket sales. The jackpots could grow to seemingly newsworthy amounts, which meant they could attract more players and raise even more money for state programs.
